1. Patient’s Rights
Rights to Access Treatment/Care:
A patient has the right to receive proper health care services for his or her health and right to care without regard to gender, age, religious belief, identity, economic status etc. and medical personnel cannot refuse medical treatment without a proper justification.
Rights to Information and Self-Determination:
A patient has the right to inquire about and receive sufficient explanations from their attending doctor, nurse, etc. regarding the disease conditions, treatment methods, adverse effects, and other expected results as well as the medical expenses and has the right to choose whether or not to receive treatment.
Rights to Confidentiality:
A patient has the right not to have his or her privacy violated regarding consultation information related to physical and health information. Medical personnel and institutions may not reveal or announce any confidential information concerning any of their patients, except when having consent from the patient or when legally necessary such as for criminal investigations, etc.
Rights to Request Consultation or Mediation:
A patient has the right to request consultation and/or mediation from the Korea Medical Dispute Mediation & Arbitration Agency in the event of a dispute over medical services.
2. Patient’s Responsibilities
Responsibility to Trust and Respect for Medical Personnel:
A patient has the responsibility to provide the medical staff with accurate information regarding their health and to trust and respect the treatment plan of the medical personnel.
Responsibility to Comply with Treatment Plan:
A Patient who is receiving medical treatment must comply with the treatment plan since he or she is the one who needs to fight against the disease. A patient has responsibility for the outcome if he or she refuses the treatment plan.
Responsibility to Not Receive Consultation in Dishonest Manors:
A patient must reveal their identity prior to receiving healthcare and must not receive healthcare in any dishonest or unlawful ways such as using someone else’s name.
